Bass Rocks Golf Club Member Code of Conduct
*In accordance with ARTICLE XI - Suspension and Expulsion under BRGC Bylaws.

 
Introduction
The purpose of this document is to establish clear conduct guidelines for Bass Rocks Golf Club’s (“Bass Rocks”) members and their guests and to ensure that all members, guests, visitors, and staff enjoy a safe, friendly, and respectful environment at all times. Bass Rocks deems that upon payment of membership or guest fees, all members and guests consent to be bound by this Code of Conduct (“Code”). All Bass Rocks members and guests are accountable for adhering to Bass Rocks’ high standards whenever present upon the Bass Rocks’ facilities or conducting Bass Rocks’ business. Failure to comply with the Code is a violation and may result in disciplinary action, up to and including dismissal (see “Violations/Penalties,” below).
 
Code of Conduct
All members and their guests while present on the Bass Rocks facilities shall:
           
*Conduct themselves in a sportsmanlike manner and not cheat, throw clubs or racquets, disrespect other members or their guests, or any employees, contractors, suppliers, or officials.
           
*Respect the rights of other members, guests, visitors, officials, employees, contractors, and suppliers (e.g., Will not verbally or physically threaten or slander others, either personally or through social media).
           
*Not engage in any form of sexual, gender, racial or religious discrimination or harassment whatsoever.
           
*Not to engage in any unlawful activity while on Bass Rocks’ premises or when conducting Bass Rocks’ business.
          
*Act with honesty and integrity. All members and guests must display ethical and professional behavior while on Bass Rocks’ premises or conducting Bass Rocks’ business.

*Immediately report any instance of violence, hostile behavior, possession of weapons, discrimination and/or harassment to the General Manager. The General Manager will bring any/all instances to the President and Board of Governors for further review/action. All reports and complaints shall be kept confidential to the extent permitted by law and BRGC’s need to investigate these reports and complaints.
           
*Not speak in a representative capacity on behalf of Bass Rocks without prior approval from the General Manager, President and/or Board of Governors.

*Adhere to the dress code policy and observe proper golf and tennis etiquette as well as the local rules of the course and courts. (Ex:  following cart signs, or not hitting into the group in front of you).

*Respect the clubhouse, golf course, golf carts and tennis facilities and adhere to all club rules (not all-inclusive list below)

                  -Sign in procedures in the Golf Shop

                   -If a Tennis or Pickle Ball Player has a guest, they need to check in to the shop prior to playing.

                     -Rental and safe operation of carts and following the daily  “Cart Rule”

                     -Obey all signage on the golf course

*Take pride in the physical appearance of the Club as it is reflective of you as a member (e.g., all BRGC members and guests are responsible for depositing their trash in the proper manner).

*Not conduct themselves in any rude or immoral manner, including the use of profane language, gestures, insults, or other such misbehavior

*Abide by all state and local laws and regulations, including the possession of any illegal drugs and weapons on the property of the Club

*Try to be an ambassador for Bass Rocks when out in the community or at other clubs, we are all representatives of Bass Rocks Golf Club.
 
 
 

The following section outlines the penalties associated with violations of the Code.

Violations/Penalties
All Members are responsible for the actions and rule violations of their family members and their guest(s). It is the duty of each Member to reasonably inform their guest(s) and family members of the rules as stated in the Bylaws and the House and Golf Course Rules on the Club website. Once a member is suspended, all privileges are suspended.

The Board of Governors (BOG) will administer all disciplinary actions. A penalty for violation will vary depending on the circumstances and seriousness of the offense. Each violation level will be determined by the BOG depending on the infraction. Multiple violations within a member’s probationary period may result in progressive discipline. All written correspondence, letters, summaries of meetings and records of violations will remain in Member files indefinitely. A long-term history of violations may also result in further disciplinary action/or membership termination.
 
Penalty Levels

First Level Violation
– A warning letter from the BOG or disciplinary action. Members may receive a one-year probationary period.

Second Level Violation – A meeting with the Executive Committee to determine possible disciplinary action. Members may receive a two (2) year probationary period.

Third Level Violation – Minimum thirty (30) day suspension of all privileges of the Club. Member may receive a three (3) year probationary period at the conclusion of the Member’s suspension.

Fourth Level Violation - A member may be suspended, or other appropriate action  (e.g., dismissal, reprimands, etc.) may be taken by a vote of two-thirds of the members of the Board of Governors present.
 
 

 

Dress Code standards are designed to support and enhance the decorum of the club. All members and their guests must be dressed in proper attire when using the facilities of the club.  Any member, or guest not properly dressed will be asked to change. We remind members to inform their guests in advance of the club’s dress code policy to avoid any issue or inconvenience.


As a member of BRGC you are responsible for adhering to this dress code and ensuring your guests do so as well.


The Dress Code pertains to 3 different situations when visiting the club:

  1. Playing golf, tennis, or pickle ball
  2. Socializing in the pub room, outdoors on the deck, near 15th tee and tennis courts and
  3. Dining Room.

 

Golf

Apparel sold specifically for golf is acceptable on the course, practice facility, deck, and clubhouse.

For men- this includes golf specific slacks and shorts collared and mock collared shirts with sleeves, sweaters, vests, and jackets. Hats and visors worn facing forward. No t-shirts.

For women- this includes golf specific slacks, capris, shorts, skirts, skorts, dresses, legging when worn under a skirt or dress.  Collared or mock collared shirts with or without sleeves. Sweaters, vests, and jackets. Hats and visors worn facing forward.


TENNIS/PICKLE BALL
Apparel sold specifically for tennis is acceptable on the courts, on the deck and in the pub room. (not in the dining room)
For men- this includes shorts and collared shirts, mock collared, or no collar shirts with sleeves.
For women- this includes skirts/skorts, shorts, dresses, legging under skirts only, shirts with or without sleeves. Sweaters, vests, and jackets.


UNACCEPTABLE
Non tennis specific t-shirts, sweatpants, gym/workout shorts, cut offs, mini-skirts, short-shorts, swimwear, tank tops halter tops. Blue jeans (permitted for dining on deck and clubhouse only, clean and no holes/rips). Hats must be worn with brim facing forward and are not allowed in the Dining Room.

 

BRGC Dress Code Policy (Summary)

The following are unacceptable:
*Bathing suits      *Cutoffs      *Tank tops     *Short shorts    *Gym shorts   *Spandex/Leggings (unless worn under a skirt) * Non- tennis/golf specific T-shirts
* Jeans are acceptable for socializing on the deck and dining in the clubhouse only if they are not worn or ripped.
* Hats must be worn with brim facing forward and are not allowed in the Dining Room.
 
 *Interpretation and enforcement of this rule is the responsibility of the General Manager and Bass Rocks Golf Club staff with full support of the Bass Rocks Golf Club Board of Governors and House Committee.
 

BRGC Dress Code Policy Enforcement Guidelines

1 Communication:
Publicize the dress code policy. Members and their guest cannot be expected to adhere to the policy if they are not aware it exists. The Dress Code Policy will be posted in the clubhouse, on the website and emailed to the members throughout the year. The club will provide specific examples of the types of dress that are in violation of the policy.
 
2 Enforcement:

All Golf Shop Staff, Tennis Staff, Function Manager and General Manger will be enforcing the Dress Code Policy. The caterer will be communicating with the General Manager who will, if not present, follow-up with the member/guest.

All staff will be attentive to the member and guest dress and grooming standards. The staff will respond to any complaints of dress code violations by monitoring the member’s dress to determine if a violation has occurred. The staff will consistently enforce the dress code so club members are aware that the House Committee is actively enforcing the policy.
 
3 Procedure:

  1. The staff member will talk to the member in a private, secluded area away from other members to avoid embarrassment.  The member will be asked if he/she realizes his/her or their guest attire is in violation of the dress code. Staff should stick to the facts, stating specifically which items violate the policy.
  2. Try to correct the violation without making the member change by asking the member if they have something, they may be able to change into. If that is not an option offer them a chance to buy something in the golf or tennis shop that adheres to the Dress Code Policy.
  3. If the member will not cooperate immediately contact the GM. If GM is not around, explain to the member that if he/she doesn’t abide by the Dress Code Policy, it could lead to disciplinary actions.
  4. Finally, all violations/confrontations will be reported to the GM and an incident report must be filled all for all violations. The GM will follow up with an email or phone call to discuss the Dress Code Policy so no further infractions will occur. If infractions continue with this member then disciplinary actions will be taken by the Board through the House Committee.
GOLF CART RENTAL AGREEMENT & WAIVER OF LIABILITY, ASSUMPTION OF RISK & INDEMNITY AGREEMENT

Rules and Regulations

  1. All cart operators MUST have a valid driver’s license and proof of insurance.  This is a Bass Rocks Golf Club policy.
  2. Vehicles shall not be operated in a manner that may endanger passengers or other individuals (e.g, pedestrians) or harm property.
  3. Shall obey all signs and warnings on the golf course directing operations of the golf cart whether posted by signs or by verbal instruction given by club officials.
  4. Abide by the pace of play policy set forth by Bass Rocks Golf Club.
  5. No more than 2 persons and 2 golf bags shall be in the cart at any one time.
  6. Persons are not permitted to ride on the back of a golf cart for any reason.
  7. Observe all traffic rules. Carts may not be used on public roads.
  8. Park the golf cart on a level and steady ground.
  9. Please do not remove the golf cart from the property. GPS system will turn off.
  10. Note that the cart has a forward, reverse, and neutral gears.  When in reverse, you should hear a backing horn (buzzing sound).
  11. Please contact our GM with any questions about the operation of the golf cart.
  12. There will be a monetary charge for a missing key that is not returned to club.
  13. All carts will be returned immediately following completely of play of the course, but in no event later than 20 minutes prior to sunset. 

Lease Agreement

The lessee agrees to abide by all the above Rules and Regulations.  The cart is leased by Bass Rocks Golf Club to the Lessee for the number of holes of play on the date requested.  If Lessee retains the said property after expiration thereof, such retention shall be construed as additional rental, and under the same terms and conditions as originally contained in the agreement.  Lessee represents that he/she is familiar with the use and operations of said property.  Lessee agrees to keep said property in Lessee’s custody and not to sublease.

Lessee agrees to keep said property in the same condition as when received.  It is expressly understood and agreed that no right of action whatsoever shall accrue to the Lessee for damages of any kind whatsoever, whether to person and/or property, and/or for loss of time and/or loss of damage, arising from the use of, operation of, or in any way connected with the said property of any part thereof, from whatever cause arising.  Lessee agrees to hold all parties free and harmless from all such damages.

Lessee expressly acknowledges personal liability to pay Lessor costs to repair all damages to said property and Lessor’s cost including attorney fees incurred in collection of payments due from Lessee hereunder.  The full agreement between Lessor and Leesee is contained herein, and time is made of the essence in this agreement.  The receipt of all described property, in good order and repair is hereby acknowledged by Lessee.
 
WAIVER OF LIABLITY, ASSUMPTION OF RISK & INDEMNITY AGREMENT “Golf Cart Waiver”
I the renter, agree that in consideration of being permitted to use Bass Rocks Golf Club golf carts located at 34 Beach Road do hereby release, waive, discharge and covenant not to sue Owner, its members, officers, or employees from any and all claims, including the negligence of Owner, resulting in personal injury, accidents or illnesses, including death and property loss arising from use of the cart.
Assumption of Risks: Use and control of a golf cart, by its very nature, carries with it certain inherent risks that cannot be eliminated regardless of the care taken to avoid injuries.  The specific risks vary from one activity to another, from one location to another, from one individual to another, but the risks of driving, riding or using a golf cart range from minor injuries to major and catastrophic injuries including paralysis and death.  I understand and agree that it is my responsibility to assess the hazards presented by my use of said cart and further agree that I am the ultimate judge as to whether I can use the cart without risk or harm to myself and others.
Indemnification and Hold Harmless:  I also agree to DEFEND, INDEMNIFY AND HOLD HARMLESS the Owner (Bass Rocks Golf Club), its members, officers, and employees against any and all claims, demands, actions or causes of actions, for costs, attorney’s fees, expense or damages to personal property, or personal injury, or death, which may result from any use of the cart.

Severability: The undersigned further expressly agrees that the forgoing waiver and assumption of risk is intended to be as broad and inclusive as is permitted by the law of the State of Massachusetts and that if any portion thereof is held invalid, it is agreed that the balance of the agreement shall remain in full legal force and effect.

User: I understand and agree that only adults twenty-one (21) years of age or older that sign this agreement and hold a valid state Driver’s License shall be allowed to operate the cart.  Furthermore, I understand that I must observe all state and local traffic laws.

Acknowledgement of Understanding: I have read this waiver of liability, assumption of risk, and indemnity agreement, fully understand its terms, and understand that I am giving up substantial rights, including my right to sue the Owner, its members, officers, employees, and agents.  I also understand that this agreement binds my heirs, executors, personal representatives, attorneys-of-law, attorneys-in-fact, administrators, and assigns, as well as myself.  I acknowledge that I am signing the agreement freely and voluntarily and intend by my signature that this is to be complete and unconditional release of all liability to the greatest extent allowed by law.  I hereby assert that my use of said cart is voluntary and that I knowingly assume all such risks incident to using said cart.  I agree to conduct myself in a professional manner and use care at all times while on the golf course.  I understand that any misbehavior could result in fines prosecution or removal from the property.

FURTHERMORE, I REPRESENT THAT I AM FAMILIAR WITH THE OPERATION AND USE OF SUCH GOLF CART, THAT I HAVE READ THE RULES AND INSTRUCTIONS CONTAINED HEREIN, AND THAT I AM CAPABE OF OPERATING THE GOLF CART SAFELY AND IN ACCORDANCE WITH SAID RULES AND INSTRUCTIONS.

     Members unable to remit dues, fees & assessments in accordance with the above schedule must notify the Business Office by March 1st to remain on the active roster.
 
     If you are unable to pay by cash or check, a formal “Payment Plan Request” must be completed, submitted, and approved by the Business Manager. The Payment Plan shall provide for payment of all dues, fees and assessments by July 1st. Beyond this date the Club’s Bylaws provide that any member of the club may be suspended or expelled by the Board of Governors for nonpayment of indebtedness to the club over 120 days. Please note that partial payments must begin upon acceptance of the payment plan request. All other charges must remain current.
 
     Beginning April 30th finance charges will be assessed at the rate of 12% for balances over 30 days past the billing date. This includes, dues, assessments, and all other miscellaneous charges to your account.
 
     If by March 1st a member takes no action it will be assumed that the member has terminated their membership. An individual on the waiting list may be invited to join the Club and fill this vacancy.
 
 
 
Free Guest Pass Credits
Full and Limited members whose dues (including all assessments and fees) are paid in full by February 15th of the current year will receive two guest passes for a free round of golf (9 or 18 holes) during the season.
 
The passes will no longer be mailed out and will be recorded in the golf shop. If you bring a guest, please let golf shop know that you want to use your free pass. These passes are non-transferable
All guests must be accompanied by a member and must be registered in the
Golf Shop by the member prior to play. All club rules apply to guests and all
actions by the guest are the responsibility of the member. No one person shall
be a guest more than twice in a 30-day period, no matter the hosting member
(unless they are subject to the “Guest Policy for persons residing Out of the
Area”).

During peak season, our Guest play policy differs from our shoulder seasons
as follows:

Golf Guest Policy

  1. Guest at any time
  2. Guests with 2 members anytime
  3. 2-3 Guests Monday-Thursday anytime
  4. 2-3 Guests Friday-Sunday and holidays after 1:00pm

Waiting List members may have 1 guest at any time and 2-3 guest after 2:00Pm 


Policy for People Residing out of the Area

At the request of a Full or Limited member, people residing and working more than 150 miles from the Club may have Club privileges as a Guest of a sponsoring Member (not to exceed 14 consecutive days and 8 rounds of golf). Guest tee times must conform to the “Guest Play Policy.”

The sponsoring Member will have full responsibility for their guest during their stay. A guest may have this privilege only once per year and a member may sponsor up to three guests per year. Participation in any Member-Guest tournaments is permitted in addition to this policy. The sponsoring member must apply for Guest privileges with the Golf Shop seven days prior to the Guest’s arrival by completing the Guest Policy Request Form. The member will be responsible for all charges incurred by the guest. The member will make aware to their guest the Rules and Regulations of the club and will ensure that their guest always be accompanied by a Member. Any damage caused to Club property by a guest will be the responsibility, both financial and otherwise, of the sponsoring member.

*Any exceptions to the above policy must be approved by the Board of Governors.


Junior Guest Rates:

After 2:00pm any guest who is under the age of 35 and is the guest of a Junior Member, will be charged at a rate equivalent to that day’s nine-hole rate.


​Pay Your Age

After 4:00pm any member may bring a relative (son, daughter, grandson, granddaughter, nephew, etc.) and pay a guest rate equal to the age of the relative. For example, if you brought your 11-year-old granddaughter to play you would pay $11 (guest eligibility for this program up to 18 years of age).

Just a reminder that our Yamaha Electric carts have "Yamaha-Track" which controls where carts can be driven.

If your cart enters a restricted area where carts shouldn't be then the cart will shut-off. To start the cart up again you will need to call the golf shop.

We are hoping this helps the members with the Cart Policy without being told by the ranger or the staff. It also will help prevent damage to areas where carts shouldn't be. 

Handicap Flags will be permitted but must be approved by the Board of Governors. See below for more details on the Cart Handicap Flag Policy and Registration Form.

Cart Handicap Flag Policy and Registration Form

Assignment of Handicap Flags – Handicap flags will be issued only to those individuals who have a State Issued Disabled Permit. The appropriate forms must be completed and submitted along with the appropriate documentation from the State. No exceptions will be made. State Issued Disabled Permits will validate Handicap Flag usage for one year. The Board of Governors will approve all handicap flags. 

Usage of Handicap Flags – Carts with Handicap Flags may not travel within ten (10) yards of the green. Handicap Flags may be used by the disabled individual only. Disregard for this policy will result in loss of privileges for the disabled individual.

No Cart Policy – When a “No Cart Policy” is in affect NO carts including Handicap Flag eligible carts are permitted

Use of Adaptive Golf Carts -  The use of adaptive golf carts at Bass Rocks is welcome and encouraged.  However, the use of these carts has some restrictions, as follows:

-adaptive golf carts are not to be used within ten (10) yards of greens, nor are adaptive golf carts to be driven onto any greens;

-adaptive golf carts are not to be used in bunkers in any location on the course;

(The above two requirements are for the safety and well-being on the operator.  Our greens and bunkers are not easily entered or driven upon.  To permit operation of an adaptive golf cart in bunkers and greens would therefore represent a safety issue.)

-on days when all golf cart use is limited to cart path only, adaptive golf carts are permitted to implement the ninety (90) degree rule.

Personal Handicap Flags – Use of personal handicap flags are prohibited.

*The purpose of the above policy is to seek a balance between allowing use of the golf course by disabled persons while recognizing the need to protect the course from unreasonable damage.

If you sign up to play in a Tournament or attend a Social Event and and have to cancel within 7 days of the event your account will be charged food costs related to the event.

There are exceptional times when a member finds it necessary to request a leave of absence. A leave of absence is a privilege earned by being a member in good standing. The policy of the Club is to grant a leave of absence for one (1) year with good cause.

Procedure: Upon receipt of your bill in January, contact the Business Office for a LOA form. The completed LOA form must be returned to the Business Office by April 1st to qualify for a LOA. A fee of 20% of Full membership dues plus all assessments will be incurred.

Additional year LOA: If a leave is needed for a second year, a new form must be submitted to the Business Office before April 1st and the request will be brought to the Membership Committee and the Board of Governors for their approval. If approved, a 30% fee of Full membership dues plus all assessments will be incurred.

An additional LOA request within a 5-year period will be considered as a second-year request.

A LOA requested after the April 1st deadline will not be granted. If a member requests a LOA after the April 1st deadline it may be allowed if there is wait list candidate who is willing to come in. All LOA’s after April 1st must be approved by the Membership Committee. In addition to the LOA fee, all assessments must be paid.

Playing Privileges: LOA members will be allowed to play golf or tennis ONLY as the guest of a member (twice in one month with payment of greens fees).

Members on leave are not allowed to play in any tournaments!

Returning in LOA year: Your full dues are reinstated and the LOA fee is reversed. Pro-rating of charges is not an option. Any resulting credit balances are non-refundable and will be carried forward to the following year.

Please be advised that the use of a cellphone on the golf course is discouraged. Out of respect for fellow competitors and the spirit of the game, The Board of Governors considers the ringing of cellular telephoneson the golf course to be a lack of courtesy to other players. Carrying a cell phone on the course for emergency purposes or discrete use of the phone in the parking lot, locker room and the snack shed is acceptable.

After substantial research and in an effort to make rounds of golf enjoyable for all golfers, we will employing the following policies…

  1. We require rounds to be played in 4 hours or less.
  2. We will have staff members on the golf course monitoring pace of play.
  3. Should you fall out of position during your round we will ask you to please improve your pace of play. (The policy will be handed to you at this time)
  4. We will ask you to pick up your pace a minimum of two times should you fall out of position.
  5. If any group does not return to an appropriate position on the golf course within a reasonable amount of time, we WILL ask you to skip a portion of the golf course to create that condition or allow players behind you to play through.

This policy is practiced with the intent of maintaining a reasonable pace of play for ALL players. Please help us stop SLOW PLAY..

The Bass Rocks Golf Club maintains a database with the currently active membership, including postal and e-mail addresses. This is used for monthly billing, annual and monthly mailings and other internal correspondence necessary to communicate with our membership. Periodically, a printed directory of members has been distributed to members. Inquiries have recently arisen concerning requests for the list for mailings not directly concerned with Bass Rocks. The protection of the member’s privacy rights is of upmost importance. The membership list is a confidential document that belongs to the members of Bass Rocks Golf Club for purposes related to the social aspect of the club only! It may not be used for any personal business mailings or advertising.
The use of any marijuana product on club property is strictly prohibited at all times.
Despite the unpredictability of Covid incidence and other issues, the expenses incurred by the club when setting up events necessitates the following event cancellation policy approved by both the House and Golf Committees: 
 
“Any participant who cancels within 7 days of an event will be charged food costs related to the event. Any participant who cancels the day of or does not show for the event will be charge the entire event fee.”

Covid-19 Protocols

Face Coverings are on longer required while visiting Bass Rocks.

  • If FULLY Vaccinated: (includes booster)
    • If you have been in close contact with someone who has Covid you must wear a mask for five days.
    • If you have Covid you must quarantine for 5 days and get tested.
  • If NOT FULLY Vaccinated:
    • If you have been in close contact with someone who has Covid you must quarantine for 5-days.
    • If you have Covid you must quarantine for 5 days and get tested.
Hole in One Policy
Every Golf Member (except for Junior I, Junior II, and Social Waiting List Members) is automatically enrolled in the club’s Hole in One fund.  The cost is $10 per season and there is no opt-out provision.  Each time a member makes a hole-in-one, $500 from the fund is allocated to the bar that day to buy drinks for the membership until the $500 has been expended.
 

A weather system is in place for your safety. It will sound off when dangerous weather approaches which will give you enough time to get back to the clubhouse. YOU MUST COME OFF THE COURSE AND PRACTICE FACILITY. When everything is clear it will sound again with three blasts of the siren.
